IDF Chief of Staff Lt. Gen. Herzi Halevi said during a ceremony honoring Israel's fallen soldiers and placing the national flag on graves at Mount Herzl that 'we are not fighting just to survive. We are fighting to live. To build a secure, free and prosperous future for our precious country. From this stems our moral duty to bring our hostages home - this is our mission, this is the test of being the Israel Defense Forces.'
