Rights group to PM: Settle status of foreign workers' kids

National Council for the Child concerned about lack of welfare services provided to children, turn to Netanyahu together with Minister Herzog: Ensure their health and safety as long as they live here

Children of foreign workers, who feel Israeli in every sense of the word, breathed a sigh of relief precisely two months ago when the decision to deport them from the country was temporarily push back. In the meantime, they are still falling between the cracks.

 

With the support of Welfare and Social Services Minister Isaac Herzog, National Council for the Child Executive Director Dr. Yitzhak Kadman turned to Prime Minister Benjamin Netanyahu demanding that he sort out the children's status as soon as possible "in order to ensure their health and safety as long as they are living among us."

 

Kadman met two weeks ago with Minister Herzog, who promised him that the welfare bureau would treat every child living in the State of Israel. In reality, the welfare bureau's budget is shriveling up (and is slated to be cut by another 2%), and are therefore finding it difficulty to uphold their commitment. As such, they only treat foreign workers' children in extreme cases.

 

Prime Minister Netanyahu himself decided to push delay the deportation of the foreign workers in order to further examine the issue. Kadman mentioned this in his letter to the cabinet secretariat:

 

"He is praise-worthy, just as is the education minister who has come to the defense of these children and whose ministry is a prime example of their full integration into the education system. Yet, unfortunately unlike in the area of education, the area of welfare sees many children excluded from receiving welfare services, care, and aid, and their fates abandoned."

 

The NCC's petition to the prime minister was made following a meeting with Herzog. "The welfare and social services minister brought to our attention that the entire issue was brought up by him – and apparently by other ministers – and was transferred to be taken care of and examined by you under the need to formulate an inclusive policy on the issue.

 

"Thus we are turning to you with a request to advance urgently the formulation of solutions that will allow for the execution and application of the welfare minister's policy," wrote Dr. Kadman.

 

The Welfare and Social Services Ministry reported, "The ministry is acting according to protocol and is providing care to every child in distress or in an emergency situation, and this includes foreign workers' children.

  

"Because the issue of foreign workers' children touches upon the responsibilities of other governmental ministries, Minister Herzog recently turned to the prime minister with a request to summon a special session within the economic cabinet dedication to the issue of foreign workers' children who are without status."

 

The forum comprised of Finance Minister Yuval Steinitz, Justice Minister Yaakov Ne'eman, and Interior Minister Eli Yishai has been moving along sluggishly. No significant progress has been noted on the issue of the children, and it is unclear when a final decision will be made regarding them
