The talks between Solomon's current Ukrainian club Shakhtar Donetsk and Fulham were impacted by Fédération Internationale de Football Association (FIFA) ruling amid the Russian invasion of Ukraine.
The new ruling permits Ukraine or Russian-based foreign players to suspend their contracts until June 30, 2023.
Shakhtar had to reach a deal with Solomon before June 30, otherwise, the Israeli international could leave without paying out the rest of his contract.
Solomon's current contract with Shakhtar is until December 2023, thus the loan deal with Fulham will take the Israeli player into the final six months of his contract.
Fulham agreed to a loan deal in principle for Solomon, whose first choice has always been the west London club.

Solomon joined Shakhtar Donetsk in 2019, and scored 22 goals in 103 appearances for the club, including a goal in a UEFA Champions League home match against Spanish giant Real Madrid, helping Shakhtar to earn a 2–0 win in December 2020. His contract with the Ukrainian club expires at the end of 2023.
