When the South African government was changing, he made sure he ingratiated himself to the new rulers and through this became a judge of the Constitutional Court, the then new creation of the ANC government. The UN gave him more opportunity and its a fair guess that his ambition drove him to try and become an international judge at the Hague, which would make him the first South African to achieve this and posibly the first Jew. Actions between armies and protection of civilians are covered in the Geneva Convention.
